    @JackieKo I still can't login through Steam account for re-link and it is not linked in my SWTOR account. I'm getting the same error message.

    Looks like linking with STEAM account was broken after https://forums.swtor.com/topic/936221-issues-with-purchases-from-steam/?do=findComment&comment=9822591 resolve of issues with STEAM purchase. I tried to login many times and double checked each value in input fields. There is no STEAM link in my account on swtor.com. And it is not re-link from steam SWTOR launcher.
