[Opening Cartel Packs in the PTS]

Where can i open cartel market packs ive seen youtubers doing it and want to do it as well

But ive seen people opening crates on there like hundreds of them so itll never be on there again? i wanted to test out drop rates to see if it was worth it in the actual game

I tried to open the cartel market in the pts and it said unavailable and also theres no one on any of the worlds is it something on my side is there a way to fix it? I really want to check out the new items
