I'm in the same position. I'd be very interested in re-subbing once some features (like x-server LFG or at the very least free transfers) are in the game. As it stands however, I'm guessing I'll never know if these things get put in because I won't continue checking the boards or the patch notes.

Wrong. Using any zone, especially Fleet, as a sample and then declaring what that means for population is meaningless.
IF you actually want to know what STANDARD means..... you do a level based filtered search of your server, sum up the numbers, do it for both factions, add the two totals together = actual server population at that time. It takes about 5-7 minutes to do this and you take all the guess work and dark orfice number pulling that statements like how many people on Fleet represent.
Now, if you are actually interested in knowing what the server status codes mean, then you do this for a few STANDARD, a few LIGHT, and a few HEAVY or greater servers to satisfy yourself what the population counts are and that they are not set differently for different servers (they are not). Takes you about an hour to do the exercise, which only needs to be done once to be able to bullseye what LIGHT, STANDARD, etc. means in terms of the servers logged in number of players. I have done this, as have others.

These are the facts. I like this game, I want to be able to play, but I cant get a group if this is what the server looks like at peak playing hours. The server regularly had >100 rep 50's at this time as of 2 weeks ago. Population is going down. It sucks, but there you have it.

Good questions. I'd like to see this completed too.

It's does all seem needlessly confusing doesn't it? I mean, when it was proposed do you think it got run by anyone else first?
Complexity that adds depth is good. Complexity for its own sake detracts from the play experience. The PvP token system is in the latter category

Death Wind Corridor has 40 people in the republic fleet on a Friday night at 8 pm. 40!
AT ~9:15 I tried to make a False Emp HM group. I would heal, my RL friend was dps. all we needed was a tank and another dps. We spend 30 minutes looking and I whispered every tank on the server. After 30mmins we still didn't have a group. It took so long that by the time we found a tank, we lost our dps and vice versa.
This is f'ed!
x-server PvE NOW.

I'll keep this short and sweet. If I can't get a group to do some FPs, I'm not going to be playing long. I don't need a 'community' in game, I just want to have a semi-positive interaction with other players for 30 minutes at a time, corss-server LFG would let me do that. Right now this is impossible because I have to spend >15m usually to find even two damn people to fill out a group that already is me and RL friend of mine.

There were only 30 people in the Death Wind Corridor Repub fleet on my server last night (Friday) at 8 pm. That's insane. I am enjoying myself but if I can't get a group for HM I'm not going to be playing my 50s

Honestly right now unless something changes I'm just not going to be able to play on weekdays. That being the case I don't know how long the game can keep my interest. I'd consider re-rolling, or just hoping that it settles down after the holidays, but damn, this is disappointing. Most normal folks don't have so much playtime that we can afford to spend upwards of 30m of it in a queue.

It was a decent suggestion. But the SWTOR twitter feed is spam city, there's about 20-30 messages a day, most of them just customer serve replies to other tweets. (it's all chaff, no wheat!) I don't use FB
