Improve Group Invites and Summons.

1. Allow invites to players while they're in phases / Allow access to phases while in ops group. I'm not asking that you allow 5-16 players into a 4 player phase, but why not let players solo enter these phases while an ops group is active?

2. Allow invites to players who are currently queued for Activity Finder. Just remove the user from the queue if they accept the invite. You can even notify the user that they will be removed. This is how it works if you queue for PVP/GSF and FPs at the same time. If the flashpoint queue pops, you'll be removed from the PVP queue when you accept it.

3. Allow group invites to players while a Summons is active. 

4. Allow group summons to players without a ship. If your goal is to stop low level players from leaving the prologue, then just make the summons require level 7. At level 7, a player can freely travel the galaxy using the actives window and/or heroic terminal on the fleet.

5. Allow a group summons while  one is already active. Just override the older one.
