I use the Logitech G600 mouse. It has 12 number buttons on the side and a g-shift clicker (it has 3 clicks, left, right, and g-shift). The g shift acts like a control or shift or alt key and causes a number button to perform an alternate function. I highly recommend this mouse as it has made my swtor game so very much easier.

My top row is regular numbers, the second row is g-shift + numbers and the third row is shift key+numbers.

It may take practice to get used to it but it is definitely worth it.

The easiest mapping is to make them the same 12 buttons (keys) as the top row of your keyboard, &é"'(-è_çà)= (or other things if you have a weird foreign keyboard), which by default are mapped to the twelve buttons (boxes) of quickbar 1.

Or Bioware adds half a centimeter between the padlock and the hotbar button.

There's a hundred pointless confirmations everywhere else in the game, but for some reason not a confirmation to unlock your ability bar in the middle of the fight. Adding a confirmation pop-up would help. The confirmation could be made optional in preferences.

Or they add a narrow red frame around the quickbar or around the lock icon when the lock is open. Or blinking red lock. Any visual warning I'd say. That would also help.

More likely Broadsword, but yes.  Or they make the padlock go dead while you're in combat.
