I was once stuck at the same iirc 8 or so for like 20-25 flashpoints and at least one operation, until after a few months it started counting again. It has nothing to do with selecting anything, using filters or nothing the like, because a completed group activity counts, or should, and has zero to do with group finder. But as said, it is a bug, and BW wont acknowledge it because it is random and they cant find the reason behind it, that is why it is not on the known bug list, although it has been known since they re-worked the system into what it is today (cant remember the patch, and cant be arsed to look it up).
