You could try the following:

1. Close the game

2. Delete the games cache file DiskCacheArena; it is located in the swtor subfolder in the folder where you installed the game (something like "C:\Program Files (x86)\Star Wars - The Old Republic\swtor"). The game will re-create it.

3. Start the game and log in

4. Go to Settings (pull down the menu next to your account name at top-right) and choose Repair

It will depend on where you installed the game. If you went with the default location proposed by the installer, the non-steam version is likely to be in "C:\Program Files (x86)\Star Wars - The Old Republic\swtor". The Steam version is probably in "C:\Program Files (x86)\Steam\SteamApps\common\Star Wars - The Old Republic\swtor" (Someone who plays through Steam can look on their PC and confirm/correct.)

If the folder is not visible to you, it is likely because one of the intermediate folders is "hidden." Here's how to Show hidden files.

Try lowering gfx settings to very low , if the system does not meet the minimum game requirement of 1GB dedicated VRAM then freezing cutscenes is possible in the later content

edit - try https://answers.ea.com/t5/General-Discussion-Technical/Guide-Texture-Flickering-High-to-Low/m-p/4867480/highlight/true#M70796 it may help too
