As long as the timer is running, it is bound to this character. When the timer expires, it is unbound, so tradable. For example, if you want to use the mount, the mount is only available for this character. It is possible to unlock the vehicle in the collections so that it can be used with all characters. Regarding your question about HK-55, I will respond with a quote. Hey all, To clear up any confusion, here is how the HK-55 Chapter Unlock works. Purchasing this item will unlock it on your entire account. You will not be able to use the item after purchasing it unless the character is eligible (which means completed Chapter IX). If an eligible character uses the item and does not see the Alliance Alert, relog. Any other character should now see it as an Alliance Alert only if they are eligible. Also, what about the HK droid unlock? Initially it's only available for the character that "used" it. That is, after the above mentioned timer runs out, the character that then "uses" or equips the item can draw copies from "Collections".
