The game, over the years, has become a bit more demanding on system requirements and computers that were able to run the game before are now struggling in some situations. One of those situations has to do with the new cutscenes. One of the reported workarounds for freezing cutscenes is to lower the graphics settings prior to starting the cutscene. It has been reported by others who have experienced this that lowering their graphics settings allows them to complete the cutscene, after which they can turn their settings back up. If this is a cutscene that starts automatically, such as after a fight, then you may need to lower you settings prior to the fight. You can also try pressing Escape (Esc) to back out of the cutscene, lower your settings, and then interact with whichever NPC has the icon over their head to restart the cutscene. Generally people will lower their settings all the way down to low.

You can try doing a client scan and repair to see if that resolves the issue, some of the cutscene files may have become corrupted, but if that does not resolve the issue then more than likely you will have to adjust your graphics settings. Below are two links with instructions on how to do a repair. Follow the first link if you are not running the game through Steam. Note that there are two different sets of steps on the first link and which one you will do depends on if you are running the streaming or non-streaming client. There are instructions on how to identify if you are using the streaming or non-streaming client. If you are using Steam follow the second link.

For non-Steam installs, streaming or non-streaming client:

For Steam installs:

Hopefully doing one of those, either a client repair or lowering your graphics settings, will allow you to get through that cutscene.
