He is obviously speaking of a scoundrel, but Saboteur is a gunslinger spec. I could only hope it had self heals. That isn't the field of gunslingers/snipers. Anyways, he likely means ruffian scoundrel. They can instant cast their heal every 10 seconds on top of all the utilities and also get a buff that increases their HoT crit and crit multiplier by 30%.
