If you're sharing your SWTOR account with your brother, at least to the extent of letting him play on it, and he spent the cartel coins you had accumulated on something you don't want, then there's nothing to refund. Coins accumulated, coins spent. That it wasn't you who spent them is irrelevant, and says more about the no-no of account sharing.
