How about creating a weekly that encourages doing heroics on multiple planets instead of just grinding the same ones over and over. Maybe something like completing the heroics on 4-5 planets. Have it be a conquest reward similar to the Operation of that week and tie in a gearing reward better than running a single daily area over and over on multiple alts.

The thing that causes people to concentrate on one thing is an imbalance in the reward/effort ratio. People will inevitably concentrate on the thing that gives them the most reward from a specific amount of effort, or equivalently, the thing that takes the least effort for a particular amount of reward.

 

So if you want people to play your way, that is, by doing a little bit of everything, the solution is to make the effort perfectly balanced.
