It is the game engine, focuses on single 1 CPU core, game not using your all CPU cores, so its doesnt matter if you have Intel i9 CPU or Pentium 2 from late 90s.

assuming you have good CPU cooler, do this (dont do it if you have stock fan)

1) desktop, control alt del,Task Manager,Processes(details tab on Windows 10) find swtor.exe in that list, right click, Priority > High - a warning will appear click OK/yes, restart the game. (do NOT choose "realtime") there may two swtor.exes,

AND

2) control panel>windows power settings>choose "High Performance"

or create a new power plan and set Min CPU power to %95 - system cooling Active - Max CPU power to %100

apply and ok (options are there on advanced power options before finishing creating the plan)

-your cpu fan will run faster to cool down your cpu with this settings, noise will come from your computer inside, this is normal, if you worry about lifespan, switch back to "Balanced" mode when you done playing SWTOR

3) add entire SWTOR directory to your anti-virus ignored real time scan - this will speed up the loading times a bit

also set "time before hard disk sleeps" set it to "999" it is in minutes. This will allow your hard disk up and running all the time (not recommended for laptops/notebooks) (recommended for increased loading screen performance, speed)

Did all these "funny things" during my 5 year adventure with swtor… even bought completly new PC, tried on Brother PC, friend pc, no difference. Played 2017/2018 MMORPGS on high settings fine. SWTOR lowest possible settings/resolution, no namescaling, installed dx9, ssd, windowed/fullscreen mode etc. etc. etc

I've just learned to live with that, and suggest it to everyone that want stable 60 fps on pvp all the time during heavy battles.

reply me back if you have more problems,

It’s not just the single core. Swtor loves high speed. The faster your cpu can go, the better swtor performs. Swtor performance is less than optimal under 3.8 ghz and it loves anything over 4.2hgz.

If you can get a SSD the game loads nearly instantly. They are relatively cheap now and you will see a vast improvement.
