So maintaining it to 2 main that every ball lightning will proc the Surging charge outside the rate limit, thus every ball lightning building a Static Charge for your discharge.. If RNG doesnt hate you on your regular melee proc, you should be sending out a discharge every 8ish seconds or so, assuming you are not bugged. If you are its every 6 seconds (so after every BL), as people that get the double stance bug on Deception are building 2 stactic charge per ball lightning instead of 1. Also its not consummed like induction (which build a buff for the "next" shock or Ball lightning), its only refreshed after 2 are built. So you dont HAVE to do 2 voltaic slash between each Ball Lightning, once its at 2, 1 every 15 seconds will maintain the stacks. Or a lacerate (which can be used to pre-build them outside of fights, where possible). If you read well, it also mean that if there is 2 targets around you, replacing Voltaic Slash by lacerate is a dps gain, unless you are focusing down one target (like a healer) in pvp. I'm pretty sure lacerate become a DPS gain after 3+ targets. You can't proc more than one Surging Charge at a time anyway (assuming no bug). Using it for damage is stupid because while yes you "do more damage", that damage is devided over targets. You'll be more lethal Voltaic slashing a vulnerable target. Don't forget the number you see in Voltaic Slash is for one damage instance and VS has 2. with Lambaste, I think its a slight dps gain at 2, or similar at any rate. It roughly equal to 1 hit of VS, but it has higher crit chance and crit damage from your tree. I agree in most case, with 2 target, better burn one asap with VS, and even in some HM fight, I let the add nuking to class who have rotationnal aoe or aoe spread to clear them out. As for PvP, don't forget lacerate being non-single target means it bypass the merc's dreaded reflect, (altough if it procs, surging charge's will be reflected). But yes, mostly sin will concentrate on bursting down one target, not get aoe fluff damage. I don't take Lambaste in my pvp spec, for obvious reasons.
