How can we tell if the "1 per minute" bonus of 6-set bonus is on or off cd?

In the middle of a fight I'd like to know whether or not I can expect a crit on a particular move, or not. :confused:

Fail to see any buff about it, but then again there's so many...

There's a buff. Hopefully for you it's now distinguishable (it was not in 3.0 as it was the same as the 2% damage boost you get from the 2 pieces). Unfortunately I can't find any picture of it, but it's blueish. The easiest way to find it for sure is to go in you ship and try on the dummy. Use the ability proccing the 6 pieces then watch your buffs. You should spot it easily.

Still it would seem it only informs you when it procs. Not how much time is left for it to ever proc again?

Only ability cooldowns are visible. Internal cooldowns (relics, set bonus etc.) aren't unfortunately. Most of the 1 minute procs are triggered by an ability falling in a set spot in the rotation though, so if you know how long your rotation is (my Merc for instance is 16.5s) you should be able to tell with a pretty good degree of accuracy when you'll get a proc.

 

If you're really fussed then you could setup a timer in Star Parse or similar so you know when the ICD is over.
