Because George Lucas wasn't creative enough to change what they wore from what the original Jedi Knight wore. Despite the fact that Obi Wan was in HIDING so going around wearing a traditional Jedi outfit was just about the dumbest idea ever. I'd expect a Jedi KNIGHT to wear something a little more martial.
