''Activate random mount'' ability

The bug is quite simple..

 

If you do not have ANY mount/speeders but you got rocket boost, you can use it unlimited without any cooldown.

 

The random mount ability will pick rocket boost as ''random mount'' because that's the only I have got..

 

Hopefully this is enough information to fix
