Gunslinger / Sniper toolbars in cover

Is there a way to disable the cover toolbar switching? I could arrange the abilities usable from cover just fine by myself instead of double arranging everything as it is right now. I was just wondering if there's a toggle switch somewhere that I haven't noticed?

Options --> preferences --> user interface --> general --> uncheck enable cover bar
