The slightly longer answer is that weapon proficiencies are specific to the class and granted automatically. I believe (not 100% sure) that Jedi Shadows/Sith Assassins can use Electrostaves because they have the Saberstaff proficiency. But other than that, the Electrostaff proficiency will only be utilized on companions.
