If you mean the Star Fortresses, yes. With proper gear (208+ rating) and a Rank 10+ Companion, it's fairly easy to run those, in my experience. As for the "old" Heroics you can grab from the Heroic Mission Terminal on Odessen or Fleet, same. They're actually even easier. If you ran those and got no credit, it's likely some sort of bug.

I killed him by his own radiation (another achievement) and did not get it.

If you're trying to get credit for the "Fortress" quests, you need to do them in Heroic 2+ mode. You can solo the H2+ if your equipment is high enough - 216 or better - but mostly you just need another player (so, 2 players + 2 companions>). Doing the "solo" mode doesn't seem to count for those quests. Edited November 10, 2015 by JediQuaker
