[PVP BUG] Can't put Warzone Commendations Grants in Legacy Cargo

As the title says, I bought some Grants to move around my WZ Commendations and am unable to transfer them to other alts via Legacy Cargo. I get information that the "Item is bound", even though those are supposed to be Bound to Legacy.

I can mail them though.
