Changed from windowed to fullscreen(windowed), game won't open to top

As title. When I changed from Windowed mode to the Fullscreen(windowed) the resolution changed to default, and this caused the game to apear as a paper thin window that doesn't expand or show up as the top object. I don't know what to do in order to fix the issue. I have uninstalled and reinstalled with no affect. Suggestions or advice to fix this would be greatly desired, thanks!
