Flagship Room Unlocking: Best way forwards?

I'm not entirely sure this belongs here, but anyway...

So to unlock a deck on a flagship, you need, for example, 5 Command Plans. Each plan is made up of 50 encryptions.

What's the best method of obtaining encryptions? Crafting dark projects, or doing conquests?

It's difficult to figure out the best way forwards at the lowest cost, credit and timewise.

Gonna post tips for post-3.1 patch (since Dark Project schem is suppoused to be fixed by then).

1. Big Planetary Commanders are most effective, but it's gonna be more time consuming for at least 1 person to check/find the Big Commanders for guild to kill. Still, that's how most guilds did it fastest.

2. If you have wealthy guildies who are sitting on stacks and stacks of Jawa Scraps, they can exchange them for Self-Perpetuating Power Cells/Rakata Energy Node & Biometric Crystal Alloy/Alien Data Cubes at Jawa vendors for cheap (the requirement has been lowered to 1 Scrap for all mats in 3.0) and then craft some Projects for exchange for Encryptions. I assume your guild has lots of Invasion Force from conquests sitting around already anyway (last required material for Dark Projects)

3. If you're getting into Conquest Top 10, each character in guild that achieved the Conquest goal will get an encryption. Additionally, conquests give Jawa scraps too for potential further Dark Project crafting.

4. If you have a stupidly rich guildies, they could buy some Frameworks on GTN if they dont mind blowing tens of millions.

My guild did combination of 1 & 3. We've just finished unlocking our ship but unfortunately couldn't use the crafting route in any meaningful way because even though Scrap requirements for SPPC/Rakata Nodes and other mats were already changed to 1, there was also that bug re-introduced in Dark Project schematic with Synthetic Energy Matrix replacing SPPC and Synthetic Matrix is not available at Jawa vendors. So the crafting route won't be viable until 3.1 in any meaningful way. But after 3.1, I say best thing to do will be combination of points #1-#3, that will provide Frameworks/Encryptions from various sources and it will start accumulating fast. Buy GTN frameworks only if you really have money to burn.
