If I'd add one thing it'd be to make them only available from the character ships space missions terminal, and possibly an out of the way pre-unlocked area of Flagships like the end of the escape pod corridor where it won't interfere with deco's and easy to find. There's so much on the Fleet a little housecleaning (AKA put things where they belong) might help make it less of a mess to navigate to find what you're looking for.
