It can be talented to have a root and in armor pen stance does some pretty good damage, so if you have energy to burn and are sitting on your opponent it can work just fine for both PvP and PvE. If you're in melee range and on the run due to mechanics without a higher damaging instant off of cooldown. 2. If whatever you're attacking has low enough health so that rocket punch will kill it. 3. If whatever you're attacking will die before you can get off another cast, and no higher damaging instants are off of cooldown. Can't speak for pvp, and I wouldn't use Rocket Punch in a standard rotation, but it does have some use. Link to comment Share on other sites More sharing options...
