Only time you would use missile blast is if you have no heat and don't need to use IM and you're too busy to cast and you've used explosive dart and are too far to use rocket punch. Ticked all those boxes? Ok then use it. Otherwise even with cost reduction it costs more than IM, does less damage than IM, applies a DoT you normally apply for free and is a rubbish AOE since it won't proc the DoT on secondary targets.
