75 gear for ultimate comms? Keeping Isotopes or not?

So yesterday I was on fleet and someone said in general that the following changes will happen in 2.4:

You can buy 69 gear for basic comms, 72 gear for elite comms and 75 gear for ultimate comms. When I asked him how does he know he said that it's been like this on PTS. Can anyone confirm this? Also what's your opinion on this if it really happened in 2.4 ?

I personally don't find anything wrong with it, getting unoptimized (probably Shadowed) gear for ultimate comms, can't think of any drawbacks. The only unfairness I can imagine is that people who know this information will probably grind ultimate comms on more toons to it's limit, so when 2.4 hits they can instantly buy a lot of 75 gear.

 

My other question is this: what do you think, should players keep their grinded Isotope-5 vials or sell them? I have mostly optimized 72 gear on my toons, so I can't grind anymore. So what I'm doing now is grinding Isotopes and selling them on the gtn. I wonder if 75 gear becomes craftable will it require Isotope-5 vials? Cause if yes, then it's probably a mistake to sell them now. Or do you think a new rare mat will come with the new ops? What do you think?

69s for basic comss will mess whole endgame (Dailies/HM FP/SM OPS/HM OPS/NiM OPS)... so I suppose not going to happen or will be total rework - so 69 become new 66 (basic gear, rewards in quests, MMG removed from crafting 69s & so on).

66 going where it place is - as 53 level gear not endgame one.

72 became 69 as rewards in OPS/HM FPs, 75 as 72 and new one instead of 75.

All HM FPs, OPS & so on tuned for new stats of entering gear.

 

It will be too much work, so I suppose - those was mistake or testing related (easier gearing on PTS).
