It SWTOR, selecting the target appears to be the only way unless I feel like tabbing through friendlys to find the one who needs healing the most. While moving I also scroll target if I'm merely swapping between a few players in my view since as a commando By that I mean target swapping is set to friendly targets and bound to the the scroll wheel. This has some advantages (like being able to select my next target during the cast on another target) and the disadvantages relative to mouse-over healing are fairly marginal.
