So are these items purchased with cartel Market certificates added to collections? Cause frankly...I'm not about to buy anything with a cartel certificate requirements without being able to use it on all my characters.

and it really wouldn't kill you to add dye slots to cartel cert purchased goods.

It depends on the item. If it's something you would normally get from packs, then yes. For example, with the Contraband Resale vendor, I purchased the monkey lizard pet and the Satele Shan statue. I can add those to other characters through collections. I also bought the vehicle which is only available from the vendor and not found in packs. That shows up on the collections page under the character that I bought it for but, on my other characters, there is no way to add it for them also. Of course, that makes sense since it wasn't a pack item. So with the current Bounty Resale vendor, if you buy the Thana Vesh or Mira armor, then you should be able to buy the unlock for your other characters on that stuff through collections (remember though, you'll need an entire set of the armor for it to be unlockable). However, if it's something unique to that vendor which can't be found in packs, then you won't be able to mass produce duplicates.

Also, the gear that is supposed to have dye slots does have them. Mira's armor is a lore set and doesn't have dye slots....so the version sold on the vendor doesn't have them either. The only other set on the vendor without dye slots is the Triumvirate armor set and those are lore sets that don't have slots either. All of the other sets sold by the Bounty Resale vendor have dye slots.

Are you sure? Waaay back when collections were first brought in, I tried it with Revan's mask on the rep vendor and that did *not* unlock the set in the collections (even though i had the rest of the items). Only a real "CM pack" mask worked.

That happened because you didn't wait out the refund timer. It goes in the collections once it binds properly.
