My apologies if this has been discussed before.

Is there a reason the final npc of the bonus quest chain "Driving Them Out" (which is not marked a group quest, and is level 38) is a level 42 elite that myself (Jedi Shadow, 37, with Qyzen) and my friend's Jedi Knight (37 with Doc) couldn't even come close to taking down. We couldn't even get him a quarter down in his health. Seems that if this is the guy you're supposed to fight at level 38, he should either be knocked down at least a couple of levels, or mark the quest as at least Group 2.

If everything in that area was a bit harder, I could understand that. But everything around there we had absolutely zero problems fighting (we're pretty decked out in mod gear), even in large groups. But this guy, we could barely touch.

Are we just missing something (we stunned/interrupted every chance we got), or is just ridiculously hard for the quest?

The answer to your question is that the npcs in the game have an oddity to them. If you are 5 levels below them (4 doesn't matter) most of your attacks will miss or be resisted. So if you were level 38 you'd crush the Foreman. It's honestly due to this mechanic.

The game ramps up the difficulty if you add players, so the quest can sometimes be easier if you solo it.

I've done the Boris Ulgo quest on alderaan in a group and on my own, on my own it was easy, in a group of four (following a heroic4 mission in the palace) it was ridiculously hard.

This might be part of what's happening to you.
