Windowed full screen is just another term for borderless windowed if I'm not mistaken, giving it the appearence of full screen however not the performance. In short when running a heavy resource program in a windowed mode, windows still allocates a lot of resources to the programs running in the background. You also have the advantage of being able to alt-tab easier in and out of the game.

 

If performance is an issue, and you won't be multi-tasking, run in full screen. A lot of people run vent/MSN/music in the background though so want to alt-tab easily, but don't want to run the game with an ugly border at the top and sides, hence borderless windowed (or windowed full screen here in TOR).

 

(730 AM here and about to go to bed so maybe someone can explain it better, my description is not dead on but the point is made)

Yep, what he said ^^

I usually run 3-4 programs while gaming.. browser, Teamspeak, etc.. and there are lots of times I need to pop out of the game to do something, Windowed Full Screen mode makes it easier to switch programs quicker, and I have a pretty good rig (i7 950, Raid 0, GTX460SE, 6GB RAM.)

Full screen windowed is also quite useful when running dual monitors as you can just slide your mouse out of the game and onto the second monitor. I generally have a web browser running on my second monitor, sometimes vent, even media player classic occasionally.
