It has to be some sort of simple oversight that they put all the fun title dialogue in, but no titles are actually granted. It would be awesome if we could get a "chat with Hallow Voice" mini quest on Belsavis so that if we already completed the series we can go back and choose which of the three titles we want and get it for real.
