Flechette Round not passive?

Ok, so I've been toying with many classes and coming to the end of my Swtor experience, but that's another topic. I started leveling a scoundrel and love the class story and the game play. I went into the scrapper tree and have been learning to PvP after inspiration from "Lion" and having fun doing it, but... I don't understand why when you spec into the 31 point talent Flechette round why it's not just a passive buff. I mean it's a pain in the arse to me to keep it up when in the heat of battle. Call me bad or w/e you like but it's a needed skill for abilities to work, but why not make it like sprint or a stance and make it toggle on? My 2c anyone for flames or otherwise lemme hear it.

Not going to flame, but its too powerful to be just a passive ability. It adds 200-500 extra damage for your best attacks, and applies a DoT that can hit pretty well over a short duration. Would be nice to have it be a proc instead(slight buff to damage or armor redux, would even it out imo).

Flechette Round should be passive. Other classes get a +35% armor pen stance. It made sense for FR to be a short duration buff that cost energy when it was +50% armor pen, but since the nerf it is very lackluster for a 31 point ability.

 

It should be a stance that provides 30% armor pen that applies a bleed off of SF or BB. This would certainly help with some of the energy problems Scoundrels experience. I would say make the bleed only apply once within a certain duration, but seeing as SF is on a 7.5 sec cooldown, and BB is on a 12 second cooldown, this is not necessary.
