Just merge 2 or more servers, so they reach targetted hour based high attendance rating, and load balance the activity on half those servers you recuperate. I'm not gonna tear my clothes and raise my fists to the sky if I have to pick new character names or legacy names. But server mergers can't come soon enough imho. Nobody wants to join a "dying" MMO, and merging servers could give that impression and even make it true. A cross-server lfd tool should be enough imo.
