I am not saying that the losing payout should be the same as a winning one, but it should certainly be slightly higher. We brought it up in the PTS forum and it got ignored and replied with a 'credits will be rebalanced later on it's an incomplete PTS change'. So obviously bioware/mythic needs even more bringing up. You get tired of repeating things and telling them how they're gonna fail (including encouraging earlier quitters...) and bioware ignoring everything and then failing. Much like bioware/mythic did. Don't know if they already snuck any minor tweaks in or not but oddly enough today while my winning totals were about the same as they'd been running, felt like I was doing a bit better with my losing commendation totals as well, seeing 53's intead 30-40's which tempers my view of it. That said still fails to address the stompfest groups when they happen to be on (think most servers have that one guild pr grouping of the other faction that when they decide to start queuing you have about a 2 hour block where there's not much point hitting warzones in 1.2 as you'll see 2-5 medals in most of them instead of the 6+ needed to be worth the time and effort.
