There is no instant damage application or immediate ability being casted after Project. It's been months now; we should have gotten a simple fix by this point. Project is instant, which means no cast bar. It does not say that ignores the global cooldown. The damage pops up the moment you hit the button, even before the animation is done. OK, just tested it out without my companion. The second I hit 2, on a full health enemy, he was hurt, then the animation. I guess you are right about the global countdown though, LOL... Just never noticed it since I guess I do wait for it to "hit" before I move to next skill, which is simultaneous. My sorc, the effect is instant as well, but I am more aware of the countdown. But you are wrong about when the damage is applied... according to my tests on 3 full health enemies on my own, done one after the other. (I know, for science to be more accurate, you need a larger test pool than 3 silver enemies, but come on... :-) Same variables, same results. I will call the test success, if not scientific.)
