I assume other crew mission skills can crit to give them to you. It must have finished while logged off. I was pleasantly surprised that it would be added to a mission reward that probably finished before the patch, but wasn't claimed until after. Which is totally ridiculous in my opinion... they're not "legacy inheritance items" they're more "farm more the same crappy quest everyday" items.
