Actually what they said is much more along the lines of: Dual Spec/Multi-Spec is coming. Dual Spec has a VERY high priority, and we should be seeing it VERY shortly AFTER 1.2 drops. Multi-Spec is something they are still playing around with, maybe like a 3rd PvP-Only spec or something along those lines is the speculation.
