Current theorycraft, as I understand it, says that Alacrity is of dubious use for sustained output over a long period of time when you have limited resources. The reason for this is that you're resource-limited, and Alacrity, while it allows you to use your resource faster, doesn't increase your resource regain. So you can only do the same amount of stuff, but do it faster, then sit there twiddling your thumbs while your resource regenerates. So for Operations healing, for example, Alacrity is pointless, because your limit is your Energy/Heat/Force, whereas for PvP healing, you need to be able to dump massive amounts of healing very quickly so Alacrity is more useful: you can burst heal, then run away (if you're still alive) to regain your resource.
