Which PVE Build do you think is better?

Right now, I am still gearing up, as a result, I have a lot more Alacrity than I like simply because that is what most gear comes with. I intend to rid myself of Alacrity when I can, but for now, I have a large enough chunk of it that my Kolto Injection is at ~1.5s cast time.

I am currently using the following build:

33/03/05

Energy is rarely a problem as long as I pay attention to it, make sure that I take a small breather between back to back Kolto Injections (or used Kolto Infusions). Usually I just drop 4 probes (2 on tank, 1 on me, 1 on secondary tank) for Tactical Advantage procs, and then only maintain the probes on the tank and the occasional top off of dps who took a little damage. Rotation, I tend to stick to Kolto Injection and Surgical Probe for healing, unless I need to help the tank recover from Burst reception, then instead of Surgical Probe, I will use Kolto Infusion. If raid damage is going out, I will use Nanotech Recuperation complimented with a couple Kolto Probes and Surgical Probes (weaving Kolto Injection in on the biggest hurt). If I start to run out of energy, I burn the last of it and pop my Adrenaline Probe (usually doesn't happen if I manage well enough).

It has on occassion happened where I am trying to play catch up (or in Ops if another Healer goes down), and as a result I have burned my energy faster than I wanted, which made me consider this possible second build:

28/00/13

The cooldown reduction + Energy regeneration from Combat Stims seems like it would make Energy concerns absolutely negligible. I would lose Nanotech Recuperation, and also gain several useless talents, but the bulk of my healing is usually done through Single Target anyways. Even during Soa drops, I generally just focus on keeping Probes up on 4 people as we drop, which negates the damage they take during falling, and allows the other healers to focus on their own small groups as well.

TL;DR?

31/03/05

-or-

28/00/13

Which is better (in your opinion)?
