If I am correct in understanding your question, careful examination of information about Combat Technique and the actual Harnessed Shadows talent reveals following: 1 You don't get a heal from using Telekinetic Throw unless you have 3 stacks of Harnessed Shadows. 2 Your Combat Technique has 50-65% chance to heal you when you deal damage with your attacks. By utilizing amazing power of observation you learn following: 1 Telekinetic Throw deals damage over 4 attacks. 2 Battle Readiness allows your Combat technique to apply it's effect more often. And here is the possible situation: 1 You gain 3 stacks of Harnessed Shadows. 2 You activate Battle Readiness 3 You activate Telekinetic Throw. 4 On first damage TT deals your Combat Technique procs 1st heal 5 You get 4 heals from TT for each attack. 6 Last attack is on the last second and it procs your Combat Technique Heal. By using read description ability you can find following: 1 Harnessed Shadows talent states that this buff makes your TT uninterruptible and increases damage by 25% per stack. Once you reach 3 stacks of Harnessed Shadows, your TT will heal you 3% of your maximum health per tick (Please, pay attention to the word tick. 1 tick not equal to 1 second) 2 TT skill does not contain in it's description how many times it ticks over the channel duration, which is 3 seconds by default. It's your assumption that 3 seconds translate into 3 ticks and if you paid attention to the game you would have noticed that it has 4 ticks. The heals you are seeing from not having 3 stacks of Harnessed Shadows are coming from your Combat Technique procs. 1 stack of Harnessed Shadows = 0 healing from TK Throw directly2 stacks of Harnessed Shadows = 0 healing from TK Throw directly3 stacks of Harnessed Shadows = 3% health/TICK from TK Throw TK Throw channels for 3 seconds but deals damage immediately upon activation. Lets look a little closer at what happens while channeling TK Throw with 3 stacks of Harnessed Shadows: 0s: First tick of damage, 3% heal1s: Second tick of damage, 3% heal2s: Third tick of damage, 3% heal3s: Fourth tick of damage, 3% heal That totals 4 ticks of damage and 12% healing. Project and Slow Time have a 100% chance to grant Harnessed Shadows, which makes the next Telekinetic Throw used uninterruptible and immune to puchback. In addiition, each stack increases the damage dealt by your next Telekinetic Throw by 25%. Stacks up to 3 times. At 3 stacks, each tick of Telekinetic Throw heals you for 3% of your maximum health. At 3 stacks, each tick of Telekinetic Throw heals you for 3% of your maximum health. At 3 stacks... AT 3 stacks does not mean it gets progressively stronger as you build UP TO 3 stacks. It means AT 3 stacks you get the heal. If this does not make sense to you then a lesson in grammar is needed because there is no room for opinion or speculation here. The syntax of the sentence makes it 100% clear that healing does not take place prior to 3 stacks. Once again, +1 for reading...
