What determines the Ops leader?

I use to think it was valor rank, but found out its not. I'm a fresh level 58 valor, and another guy is nearing 59 valor, and I am still the Ops leader. Is being Ops leader determined by MVP votes overall? or what specifically

No I believe its valor range instead of rank. When I'm the only Champion in the match, I get op leader. When other champions are with me, it seems like its random. When there's a Battlemaster, he/she gets op leader.

Perhaps that's what it's supposed to be, but it's clearly not the case in practice.

 

My 12 valor level 20 alt was the ops leader many times tonight, even though I was randomly grouped with level 50's that have 8 or 9 pieces of expertise gear already. These same people would sometimes get Ops lead passed to them from me when I'm on my 31 valor 50 Juggernaut.

Random wouldn't result in me being the leader in about 70-80% of my matches.

 

I also suspect it's a bugged valor check.

It's the highest valor but sometimes bugs out and gives it to someone else. Can happen even with the initial team.
