As of January 20th 2020 you can fly to Bugtown from the start.

I'm a returning player after being away for like four years. If I subscribe to the game and start a character on SW:TOR vanilla can I convert to Knights of the Fallen Empire or Onslaught when I am done with the vanilla content? Or is it all already in the world and I can seamlessly move around it?
