If players did not share lockouts most people would still be on first boss IMO Did you want to upgrade your Hazardous gear? Kolto bomb hits inital 4 players. Then everyone standing in the puddle gets the ae over time heal. No player limit

Commando Probing 16 people is not impressive.... also a kolto bomb that heals the complete raid on a stacking boss is also not impressive.
