The skillful utilities I'm using are 30% AOE dmg reduction, 5% dmg reduction, and 15% movement and 3% stealth. All the skillful utilities apply only to you. I don't have an answer as to why there aren't any healing boost options but they aren't that necessary to be effective.
If you are a primary healer, you should focus on healing. If you are getting attacked by mobs that means that the tank and DPS aren't doing their jobs of peeling the mobs off of you. That being said, for scoundrels I would keep slow-release medpac x2 on your group at all times, kolto pack on the tank, and underworld medicine + emergency medpac for burst. Try to maximize the benefits of AOE heals, don't waste them on single targets if you can help it.
Diagnostic scan for energy regen when you are around 30-40 energy.

Q = triage (cleanse), E = Kolto waves (lvl 57 AOE heal), R = diagnostic scan.
I use a Razer naga so my other abilities are bound to mouse buttons. But the most common cooldowns to use are Surrender (Aggro drop), Scamper (roll forward 12m), Pugnacity (Free upper hand/alacrity boost), Disappearing Act (stealth out), Defense Screen (Shield), Dodge (resist next melee/range attack), and Cool Head (recover 50 energy).
I just click them. Hasn't failed me so far.
This is up to personal preference, but I would suggest whichever setup allows you to see your environment to ensure you don't get tunnel vision.
