    No it's not. The Imperial capitol is a major city. the space station is just that....a station. But it is a hub too.

    If you are sitting at the major city for the empire you should travel back to the Imperial space station where that Talon quest actually is. You might have better luck finding a group there as that's where everyone doing that mission is.
