Gunslingers, legshot, knock back, knockback on aimshot, flash bang, nutt kick and snares (based on spec). All of those are defensive abilities when used correctly. RANGE.
Deception Assasins vanish, slow, knock back, stealth, low slash, deflection, focused resolve, force speed, stun.
DPS Sorcs: see assasins but add range.
Pyros: Perma snare, crygo grenade, aoe mez, heavy armor, RANGE.
Ranged classes don't get defensive CDs because they are range. It's simple and easy to understand. You can fill out scoundrals because it's the class I'm least familiar with. You forget to list abilities that can be used to form serperation or stop incoming damage.
