So I found a workaround, I think. While trying all possible positions for the scanner, I accidentally fell off the ledge and respawned at the base. When I returned, the scanner worked normally and I was able to complete the mission.

Having this exact problem as well.

As a first cut, I think Elo rating was a decent choice when designing a system for PVP ratings. However, it relies on having a population that produces matchups between players of varying ratings so that the same players are not always playing each other. We all know that the PVP population for ranked is scarce on most servers. What ends up happening most often is that there are only enough players to field one matchup. If it is a team ranked match or an opposite faction solo match, the same two sets of 4 will play each other over and over. One of the teams is likely to always prevail, which pushes the other team out of the queue in frustration or fear of losing ranking. Instead of a traditional Elo system, I argue that you should instead give players a small rating increase, not decrease, for losing a match. This way, players are given incentive to continue queueing and not leave even in the face of an unbeatable team. In the end, this might result in more concurrent teams in queue and the system will work as intended. Also, for the love of God, make losses count toward the dailies and weeklies just like unranked. One consequence of this is that it will inflate all players' rankings. Since someone arbitrarily assigns ranking tiers as it is, this isn't a huge problem. Leaving a match will still net you a negative result as well as staying in the arena starting area. This system punishes griefers, but doesn't punish their teammates. Please reply if I've missed something obvious, but I think addressing the population problem is more important than the fairness of the Elo system. Until we get a cross-server player pool, which no timeline has yet been given, we need something to keep ranked play fun and rewarding. Thanks for listening.
