Fallout 4 is primarily played from your hard disk so I fail to see the comparison here.

not naming any names but I tried talking to leadership in the top PvP guild on pub and no one responded or seemed remotely interested in recruits. So, I rolled a few toons on Imp side where WZ pops frequently and PvP guilds exist.

Operative and scoundrels were the first class to ever be nerfed. They are nowhere near op at the moment.
